Presence of JATT Operatives in Kawempe Sparks Questions Over Their Role in By-election

The presence of Joint Anti-Terrorism Taskforce (JATT) operatives in Kawempe during the nomination of National Unity Platform (NUP) candidate Elias Luyimbazi Nalukoola for the Kawempe North by-election has raised concerns over their role and conduct.

On Tuesday, heavily armed operatives dressed in black and some wearing face masks were seen patrolling the area, firing live bullets, and using force to control civilians.

The operatives, who were carrying firearms and black batons, were reportedly seen beating people as they enforced security measures following the nomination event, which turned chaotic.

In response to these concerns, Kampala Metropolitan Police Deputy Spokesperson Luke Owoyesigyire defended the presence of the JATT operatives, stating that they were deployed to help maintain order during the election process.

“We work together with these people, as we have always done in some places. They help us in ensuring peaceful elections, especially in areas where the Electoral Commission has no jurisdiction,” Owoyesigyire explained.

He also confirmed that the operatives would remain in Kawempe until the conclusion of the by-election.

However, their visible presence, marked by their distinctive black uniforms, helmets, and use of military patrol vehicles, has raised questions about their involvement in the electoral process.

The JATT operatives’ approach to law enforcement, including the use of firearms and black batons, has sparked criticism.

NUP candidate Luyimbazi Nalukoola described the operatives as “brutal and aggressive,” and journalist Miracle Ibra also attested to their excessive use of force.

The involvement of counter-terrorism operatives in an election has led many, including Kira Municipality MP Ibrahim Ssemujju Nganda, to question their purpose.

“Why is a counter-terrorism unit handling an election? What was terrorism in Kawempe except for the nominations of candidates?” Ssemujju Nganda asked.

Unlike regular police or military units, JATT’s structure and operational guidelines remain unclear, leading to concerns over their mandate, transparency, and accountability during the by-election.

The presence of such operatives in a politically charged environment has further raised doubts about the integrity of the electoral process.
