The Kampala Capital City Authority (KCCA) City Executive Committee (CEC) has made a shocking revelation that the Ministry for Kampala spent shs 2.5 billion meant for the Kiteezi disaster aftermath on political mobilization.
The revelation is contained in the report the KCCA CEC presented to the Authority on Thursday.
The report reveals shocking revelations about the poor management of the city by the KCCA technical wing and the Ministry for Kampala.
In addition to the shs 2.5 billion spent on political mobilization, the report also reveals that the Ministry for Kampala allocated itself USD 18 million of the loan from the World Bank and other development partners to improve drainage infrastructure in the Kampala Metropolitan area.
“As the City Executive Committee, we are irritated by the Ministry of Kampala’s act of allocating to itself a whopping sum of USD 18 million (of World Bank loan) just for capacity building. The same spirit was exhibited during the appropriation of the UGX. 16,072,494,997 billion from the contingency that was earmarked for the management of the Kiteezi waste slide aftermath and other related interventions, where the Ministry chopped UGX. 2.5bn just for political mobilization, which loathsome practice must stop,” the report reads in part.
In August 2024, at least 30 people died at the Kiteezi garbage dumping site after a tall hill of rubbish that had formed at the site collapsed.
KCCA is struggling to secure funds to compensate the victims and decommission the site.
Despite the victims’ cries for compensation, KCCA says it awaits a chief government valuer’s report to determine the required compensation.
The Kiteezi landfill collapse resulted in the sacking and prosecution of the then KCCA Executive Director, Dorothy Kisaka, and her Deputy, Eng. David Luyimbazi.
